Polished/venetian plaster-how to get shiny finish?

Can't get full shine on finished polished plaster.  At some angles it looks extremely shiny but others it looks "smeared" which takes the glass effect off.  It seems to be the lower areas are not being burnished and can't seem to get it right no matter what [...]]]></description>
